Because this website only mirrors these cameras, it has no control over them and they go up and down at their own whim. So complaining to Rey about them is pretty much a waste of energy. But you could always let him know about a camera that's consistently down so he can remove it, or complain to the camera owner by clicking the "Visit Site" link under the camera feed.

Also, if cameras are giving you problems and you're still in the stone age running Internet Explorer, do yourself (and the world) a favor and upgrade to Firefox already, then update your Java. While you're at it, update Flash too. ;)
